Bee Cave Appoints ADA Coordinator, Approves Townhome Development
The Bee Cave City Council names Rebecca Regueira, the assistant to the city manager, as the city's Americans with Disabilities Act coordinator and approves a new townhome community.

The Bee Cave City Council on Tuesday named Rebecca Regueira, the assistant to the city manager, as the city's Americans with Disabilities Act coordinator, who will help remove accessibility barriers and act as a liaison with the public.
The move fulfills Title II of the ADA, which requires local governments with over 50 employees to appoint a staff coordinator.
The ADA coordinator will field comments and concerns from the public regarding accessibility issues. They will also coordinate compliance with the ADA, Fair Housing Act, Chapter 21 of the Texas Labor Code and related state and federal regulations regarding people with disabilities and the elderly, according to the resolution passed on Tuesday.
Director of Communications Crystal Cotti said the step is part of a larger ongoing ADA compliance process for the city.
In April 2024, the Department of Justice published a rule requiring state and local governments to ensure their websites and mobile apps are accessible. Standards include providing alternative text and video captions, screen-reader compatibility and adequate color contrast and text size, according to the ADA website. The city has until April 2027 to comply with this requirement.
"Think of this as a ladder, and we’re getting on that first rung of the ladder together," Cotti said. "There will be much more to come, including looking at our city website."
The council appointed Rebecca Regueira, Assistant to the City Manager, as the new coordinator.
"In terms of enhancing our municipal compliance with state and federal regulations, you want your ADA coordinator to be the most welcoming and inviting, and the most positive out of us, I don’t think there’s a better person (for) that than Rebecca," said Council Member Blake Sbrocco.
The council also approved the layout for a new townhome community. The Pearl Townhomes development, at 13200 & 13216 Bee Cave Parkway, will consist of 13 buildings and 55 total residential units.
The Pearl Townhomes plan was first submitted in July 2023. The application was approved by the city’s Planning and Zoning Commission this month, and by the City Council on Tuesday.
It will join 322 units in the Pearl’s apartment community currently in development. The property is zoned as a planned development multi-family and single-family residential district, per an ordinance signed in July 2022.
