How to replace your driver's license, financial documents after a flood
If you've lost everything in the flood including your wallet, here is how you can start replacing the contents and your vital records.

If you've lost everything in a flood or other disaster, you probably don't have your wallet with you or access to documents such as your birth certificate, your Social Security card or your driver's license.
If you need access to the Internet, your local library should have computer terminals for you to use.
Here is how you can get new documents:
Proof of address: Many other documents such as a driver's license will require this. Call or go on the website of your utilities company to get your latest bill in your name and address. You also can download your latest mortgage statement from your loan company.
Credit cards/Debit cards: Through your online accounts you should be able to freeze your card. Then you can find a phone number to call to request a new card be sent. You also can go to your local bank to get help with the debit card. If you still have a smart phone, your bank or the credit card company can help you link the account to services like Apple Pay while you wait for a new card to be sent. Also ask your bank if they have a temporary card they can give you or if they can issue you some checks.
Birth certificates: Look on the website for the state where you were born. In Texas, you can order a new copy of a vital record such as a birth certificate, death certificate, marriage certificate, etc. online at ovra.txapps.texas.gov. There are requirements such as knowing your driver's license number or state-issued ID number and your Social Security number.
Social Security cards: You can request a new card at SSA.gov and you can call 800-772-1213 for assistance. There are two offices in Austin: 1029 Camino La Costa in Northeast Austin and 5508 U.S. 290 West in Southwest Austin.
Permanent resident cards (Green card): The U.S. Citizenship and Immigration Services will have you do a new Form I-90, which can be done through the mail or online at uscis.gov.
Driver License: You can get a new driver's license online if you know the license number, your date of birth, your Social Security number, and the audit number at the bottom of your card. If you have none of that because you don't have a picture of your old driver license, you will have to make an in-person appointment at dps.texas.gov.
Car and homeowner's insurance cards: Many insurance companies have a spot on their website or app to download a new card or have one sent to you. You also can call your insurance agent directly and they can help you. Also ask them to send you the declarations page on your policies so you can see what will be covered. Your agent can help you file a claim.
SNAP benefits cards: You can ask for a new card as well as get replacements for food lost in the flood by calling 211 or visiting yourtexasbenefits.com.
Medical insurance cards: Your insurance company will have on their website or app a way for you to download your card or have one sent to you. Any provider also should be able to look up your insurance with information such as your name, birth date and Social Security number. You can also call your insurance provider directly.
For Medicare cards: Call 800-633-4227 or go to Medicare.gov. The local Social Security offices also can help.
Medical records and medication lists: Ask your primary care doctor for these. Your doctor also should be able to produce a new vaccination record document for you and print out a list of your medications. Your local pharmacy also can help with a list of your medications and can help get them refilled.
Passport: You could be eligible for a free replacement. The U.S. Department of State has the steps to follow on its website travel.state.gov.
Military records: The National Archives maintains military records and some of it is available online or through a request. Go to archives.gov/veterans.
Federal tax records: If you used a tax app like Turbo Tax, you can log in and get your past tax records. You also can call the Internal Revenue Service at 800-829-1040, or log onto irs.gov.
