CLEAR Alert: Texas authorities looking for missing Kerrville woman
Texas police are seeking the public’s help in finding a woman who went missing from Kerrville Monday night and could be in danger.

The Texas Department of Public Safety issued a CLEAR Alert early Tuesday for April Whitley, 38, who was last seen just before 10 p.m. Monday in the 200 block of Clay Street in Kerrville. Texas police are seeking the public’s help in finding a woman who went missing from Kerrville Monday night and could be in danger.
Whitley is described as a white woman, about 5 feet 4 inches tall and weighing around 150 pounds. She has brown hair and brown eyes. At the time of her disappearance, she was wearing a pink-and-white sweater, blue jeans and open-toed shoes, DPS said.
Officials are also looking for 35-year-old Anthony Harwell in connection with her disappearance. He’s described as a white man, about 5 feet 9 inches tall, weighing around 190 pounds. He was last seen wearing a black-and-white jacket, blue jeans and boots with a black-and-white hat.
Police believe the pair could be traveling in a white 2006 Honda Civic with Texas license plate number CSY9006. The Civic has damage to the right rear quarter panel.
Anyone who sees Whitley, Harwell or the car is urged to call 911 or the Kerrville Police Department at 830-257-8181.
What is a CLEAR Alert?
The CLEAR Alert is a tool law enforcement uses to find and rescue missing, kidnapped or abducted adults who are in imminent danger of injury or death, according to DPS. The Texas Legislature created the program in 2019 to fill the gap between AMBER Alerts for children and Silver Alerts for seniors.
DPS issues a CLEAR Alert — which stands for Coordinated Law Enforcement Adult Rescue — if:
- A person is between 18 and 64 years old and whose whereabouts are unknown
- A preliminary investigation verified the adult was in immediate danger or had been kidnapped
- An alert is requested within 72 hours of the person’s disappearance
- There is enough information to share with the public that could help locate the person
