Doug Burgum: Trump didn't "shut down" Nord Stream 2, Biden didn't approve it, and US LNG exports are still ongoing.

Statement: "Donald Trump shut down the Nord Stream 2 pipeline, Joe Biden approved it, and then Biden shut down US liquified natural gas export capacity, making our allies rely on political enemies for energy."

Fact-check: North Dakota Gov. Doug Burgum made these claims during a speech at the North Carolina Republican Party convention on May 25, 2024.

Trump and Nord Stream 2: Trump did impose sanctions related to the pipeline, but it was still built, largely during his presidency. Experts say US presidents can't approve or disapprove of foreign pipelines.

Biden and Nord Stream 2: Biden lifted some sanctions in 2021, but the pipeline was already 90% complete. Biden made a deal with Germany to impose sanctions if Russia used it as a weapon, which he did after Russia invaded Ukraine. The pipeline was later damaged in an explosion, and Russia has no plans to repair it.

Liquified Natural Gas Exports: Biden paused approvals of new LNG projects for climate impact reviews, but this didn't affect current exports or five upcoming projects. The US is still the world's top LNG exporter, and Energy Secretary Jennifer Granholm said exceptions can be made for national security.

Verdict: Burgum's claim is Mostly False. While there are elements of truth, he exaggerated the actions and their impacts, leaving a misleading impression.
